Looked into this again today and found a role permission setting called "manage all subscriptions" which i would asume only affected the email subscriptions but upon ticking this option for my custom role it now allows the user to see the scheduled refresh button and edit it once again. Not sure why schedules are considered to be subscriptions but if you have this issue this is the solution.
Hi dy059606,
Thank you for reaching out to the Microsoft Fabric Forum Community.
This issue seems to have started with the Power BI Report Server January 2025 release and continues in the May 2025 version as well. The visibility of options like "Scheduled Refresh", "Manage Datasource", and 'Edit' appears to be impacted by subtle changes in how role permissions are enforced.
as a Workaround I can think of for now:
To restore access for your Content Managers to these options. Goto Site Settings > Security then Add the relevant Active Directory group or individual users and Assign the "Standard User" role at the Site level.
If you find this response helpful, please consider marking it as the accepted solution and giving it a thumbs-up to support others in the community.

As or the workaround, i already have this in place sicne the Jan 25 update but not even this is working at the moment.
Hopefully a fix can be implemented soon.
