    Hey sthirumala,

    Yes you can absolutely use the Power BI Report Server Developer Edition in a non-production environment.

     

    Confirming the key points:

    1) Free & no license needed: Developer Edition is one of two free editions in the PBIRS installer (the other is the 180-day Evaluation). No product key, SQL Enterprise, or Power BI Premium required.

    2) Same as production: Functionally identical to the paid edition. Per Microsoft: "Same product, same features, just different licenses."

    3) No expiry: Unlike the Evaluation edition, Developer Edition does not time-bomb.

    4) Dev/Test only: Strictly for development, testing, and demo use. Not for delivering reports/data to end users with production data. Reports built here can be promoted to a properly licensed production instance (SQL Server Enterprise with SA, or Power BI Premium / Fabric F64+).

    5) Pro license caveat: Publishing .pbix reports to PBIRS requires a Power BI Pro license for the publisher (any edition). Viewing/interacting does not.

     

    So for a standalone Dev/UAT/Test box that will not serve production users, the Developer Edition is the right (and free) choice. Just make sure the environment is clearly scoped as non-production and isn't used to deliver reports to business end users.
