Power BI report server not refreshing data on report made with PBI RS september 2025

This is NOT a licensing issue
This is NOT a gateway version issue
This is almost always a Power BI Desktop RS ↔ Report Server version mismatch / known bug or credential handling change in newer RS Desktop builds.

Licensing problems do not cause refresh to hang indefinitely — they throw clear errors.

What you can do is 

Rebuild the dataset using the previous RS Desktop version

You said:

“I cannot go back to the previous version”

But you don’t need to downgrade the server — only the Desktop RS.

👉 Steps:

1. Install Power BI Desktop RS – May 2025 or Jan 2025

2. Open the PBIX created in Sept 2025

3. Re-enter data source credentials

4. Save

5. Republish to Report Server

6. Create refresh plan again
