Power BI Report Server upgrade version and OS

You just need to connect the new front end server to the existing database (or a copy of) and it will upgrade it, You don't need to migrate the reports. Then take off the original server. We've done this many times (started with SSRS 2005 -> SSRS 2008R2 -> SSRS 2012 -> PBIRS (approx 2019 version)).
