Power BI Report Server Pricing vs Fabric Capacity

One time cost of SQL Server 2022 Enterise Edition is $15,123
considering 5 developers , the price is $70 per month ($14 pro license per month x 5 )
considering 295 viewers, the price is $0
- If I consider one server for Dev & Test environment and 1 for Prod then how many cores I would need for DEV/TEST and for PROD server?
- Does above cost calculation for enterprise edition for SQL Server 2022 is correct or i am missing something?
As per my understanding buying SQL Sever 2022 license would be costlier than F64 capacity which cost $5,002.667/month as per https://azure.microsoft.com/en-us/pricing/details/microsoft-fabric/
Power BI Report Server would be require for atleast one year

Your calculation is missing the most important part - SQL Server 2022 Enterprise is licensed per core, not per server.
1. SQL Enterprise Cost**: $15,123 is for a 2-core pack.
For DEV/TEST: You would need minimum 4 cores = 2 packs = $30,246 one-time
For PROD: For 295 viewers, you should plan for 8 to 16 cores = 4 to 8 packs = $60,492 to $1,20,984 one-time
+ ~25% per year for Software Assurance is also required.
2. Total PBIRS Year 1 Cost : SQL Licenses + Windows Server + Hardware + SA + 5x Pro licenses
This will easily be $150K - $200K+ for Year 1.
3. Comparison with Fabric F64:
F64 = $5,002.67/month = $60,032/year
This includes compute for all users, and you don't pay per core or for server maintenance.
Conclusion :
Buying SQL Server 2022 Enterprise + PBIRS will be ~3x more expensive than F64 for 1 year.
Unless you have a strict on-prem/data residency requirement, F64 Capacity is much more cost effective and easier to manage.

I think there are a few things to take into account.
First, SQL Server Enterprise is licensed per physical core, not per server. So the total cost depends entirely on the number of cores across your DEV/TEST and PROD environments. Don't forget to include Software Assurance, as that's required for Power BI Report Server.
Also keep in mind that Power BI Report Server and Microsoft Fabric are fundamentally different platforms. Fabric gives you continuous feature updates, while Report Server only receives a subset of Power BI features and uses the Report Server version of Power BI Desktop.
From a pure cost perspective, it's difficult to compare them directly. Besides licensing, you should also consider infrastructure, maintenance, backups, patching, high availability and operational overhead for an on-premises Report Server deployment.
One more option worth considering is DataTako if your goal is simply to share Power BI reports with a large number of users (this is my own tools yes ;-)) . We have customers who keep their Power BI environment in Microsoft Fabric while using DataTako to provide secure access to hundreds or even thousands of internal or external viewers. Depending on your requirements, that can be significantly simpler than maintaining a full Report Server environment.
The best option really depends on your requirements:
- Strict on-premises only → Power BI Report Server.
- Cloud/Fabric with many viewers → Fabric Capacity.
- Cloud/Fabric with a branded portal, external users, or simplified sharing → Fabric + DataTako.
Out of curiosity, are your 295 viewers internal employees or external users? That answer can make quite a difference in the most cost-effective architecture.
