This is related to the PBIRS January 2021 version: 1.10.7737.32652 (Build 15.0.1105.230), Released: March 12, 2021, upgrade from May 2020.
1- Performance problems. Much slower than May 2020 version. Existing reports developed with older desktop versions are very slow to run, we can see in the log the model keeps being loaded into the embedded AS many times and that slows down the performance significantly. Reports opened up in the January 2021 PBIRS Desktop version and saved perform normally.
2- Defualt Roles are somehow coruppted. Publisher role cannot manage reports saved after upgrade if developed by older desktop version. Publisher role cannot even view reports developed by January 2021 PBIRS Desktop version. No, for now the role issue is fixed by adding "View Reports" to them. Performance issue is the outstanding problem.
Has anyone had any issues getting reports to load at all? I even published a report that is 22 kb in size and it will not load. Has anyone else encountered this? The screen just keeps spinning Loading data.....

Try restoring your ReportServer database from an earlier backup !
And how is that going to help?
SInce the roles stored in RS , Maybe restoring old one may help with your roles issue!
I do see in the other post that MS has raised an internal ticket for the comments not available for Browser!

I have not seen other similar issue regarding to the performance problem. Maybe try reboot the report server and report deploy the report from desktop for rs.
For the role problem, the workaround is replied by my colleague in the post you referred to, does it not apply to you?

For the performance, no, rebooting, and repairing installation didn't work. Have you actually tried reproducing the issue?
For the role problem, the recommended approach didn't work, but what worked was adding "View Reports" Task to Publisher role.

No reports load after upgrading to Report Server January 2021. Even reports that are the size of 22 KB will just keep spinning at the Loading data.... screen. HELP!!!!
