There is a new visual named Metric (in preview) in the Power BI Desktop For RS (January 2023)
To add a Metric visual we should sign to the service but we use only Report Server on-premise and can't use Internet

The Metric visual in Power BI Desktop for Report Server (January 2023) is currently in preview, and requires a connection to the Power BI service to use. Unfortunately, it is not currently possible to use the Metric visual in Report Server on-premises without an internet connection.
One option would be to use an older version of Power BI Desktop for Report Server that does not have the Metric visual feature, or to use a different visualization to achieve the same results.
Another option would be to create the Metric visual in the Power BI service, and then publish it to your on-premises Report Server as a report. This would require an internet connection to create and publish the report, but once published, it can be accessed without an internet connection.
It's worth noting that the Metric visual is still in preview and may change or be removed in future updates. If you need a more stable solution, you may want to consider alternative visualization options.
The metrics visual works for me in the desktop editor but if I publish the dahboard to the on premise report server portal it shows a blank page with a link to the documentation and two options for create scorecard and edit scorecard - both greyed out. My on premise test server is connected to the internet and logged into my report service account. any thing else i need to configure ?
