By default the May 2024 version of Desktop for RS will create files with a version of 1.28, but I think you also need to remove the "DAX Queries" folder from inside the pbix file to stop desktop from resetting the version to 1.31

I had exactly the same issue. And it's been resolved by removing the DAX Queries folder.
