I have a report in power BI server with a table-type visual object and I want to export to excel when exporting data only allows summary data to be exported, I get the following message:
How can I unlock the other options to export data with current or Underlying data.
I believe you are talking Power BI .pbix report. (and not the .rdl type report). If yes, you need to change the setting. Two ways to do it
a) Using Power BI Desktop:

section: Admin and designer controls for exporting
In Power BI Desktop, Check the option and republish the report and see
"Allow end users to export both summarized and underlying data ... "
b) Power BI Workspace, right click the interactive report, settings, export data section, select as below:

Thanks for your reply but I have done this. Then I re-upload the report to power bi server but the error persists.
These are the two options, which I am aware of.
Once you re-uploaded the report, can you check on Power BI Service?
Power BI Workspace,
right click the interactive report you re-uploaded,
settings,
export data section,
check export data is "Summarized data, data with current layout and underlying data"
