I'm unable to setup Datarefresh as both Data Source credentials and Scheduled refresh is grayed out

Depends on the data sources in the report. Some data sources require user gateways, others do not. (Note, they ALL require gateways but sometimes you are using the default gateways setup in the Service and you do not need a separate gateway installed by you or within your organization).
Although, I will say that certain things that didn't use to require a gateway now do, like Azure SQL Database for example. And I do not know if that is an intentional change or is some kind of bug going on in the Service.

Greg_Deckler - Thank you. I remember when I first tested with powerbi dashboard, was able to set data refresh automatically for test script and at that time, there wasn't any Gateway.
So, Are you saying there is 0% chance for anybody to have Data refresh to be scheduled without gateway?

Thanks Greg_Deckler . Thanks for inputs. I changed some of the files from local drive to sharepoint location and thus, I had all files online and none them in the Hard drive. So, Powerbi gave a notification that gateway is not required in this case. 🙂
