I would prefer following solution:
- Assign Pro Licence or depending on the user count, to all power Bi users
- Install one or more gateways to connect the on premise ssas instance to the cloud
- Give only the finance group permission to get data from the ssas instance
Take a look to the on premise gateway, I think this is what you need.
