Unable to find documentation on the official website, kindly help confirm the following three questions, and if possible, provide documentation links.
There are three questions:
1. Can local Power BI reports be exported regularly in a private environment, including exporting images, analyzing report pages, automation, scheduled exports, and email functionality?
2. Within the local Power BI report portal, is there a way to log the addition and deletion of report users?
3. How can the web portal of Power BI Report Server integrate with the enterprise's local Single Sign-On (SSO)? What are the integration methods, including protocols, especially for non-AD domain integration?

No, you can only schedule the execution of paginated reports, not Power BI Reports.

No, Report Server only logs report executions, it does not log permissions changes

If you are using AD then SSO is supported out of the box. If you have some other form of SSO then it is technically possible to code an authentication extension if you have people skilled enough in C#.
