Hello, I am trying to use dynamic subscription, but I don't get the option when I click on the create a subscription. Currently I have Premium Per User account. Do I have to change any setting in the Tenant area?

You need a premium capacity to do dynamic subscriptions as noted in the Prerequisites section of the docs Create a dynamic subscription for a paginated report (Preview) - Power BI | Microsoft Learn Premium Per User does not support this.
Dynamic subsciptions are available for both paginated and Power BI reports:

There is no conversion tool between paginated and Power BI reports the two technologies are very different in approaches and you have to manually re-build the report if you want to do a conversion.

I migrated Report from SSRS to Power BI that becomes automated Paginated report. Now I want to create dynamic Subscription. In that process I am trying to see , How to Convert Paginated report to Power BI. Any input is appreciated.
