We are using SharePoint 2016 Enterprise on-premise and now want to install and integrate Power BI Report Server with SharePoint.
We are looking for Premium license as mentioned on following page:

My question is, any user who will access Power BI reports in browser (or using Power BI Desktop) will require license or this license is only for user who will create reports?
Also tell me if it has any additional license like annual server license or something.

1. User could access the Power BI Reports in Power BI Report Server Web Portal with browser, user need not license
2. For PBIRS, only need a key to install PBIRS, you can get the product key for Power BI Report Server from two different sources:
