Is there any way to get email through the Power automate for power bi service gateway failure or when one or more gateways are not working or offline? Can we get email during this situation? Please help on this

You might be able to use Power Automate to set up email notifications to be notified when the Power BI gateway fails.
Create a flow in Power Automate, access Power Automate, select Create > automation flow, select a trigger, such as When a data-driven alert is triggered (from Power BI).
Then, in the Alert ID box, select the alert that corresponds to the gateway status. This alert should be configured in Power BI to trigger when the gateway goes offline or fails.
Add another action to send an email. You can use Outlook's Send Email (V2) action. Configure the details of the email, including recipients, subject, and body. You can include dynamic content from alerts to provide specific information about failures.
Save your process and test it to ensure it triggers correctly when the gateway goes offline. If you need to monitor multiple gateways, you may need to create separate alerts and processes for each gateway. This ensures that you are notified in a timely manner and that you can quickly address gateway issues. For more information, you can check the following link:

There is absolutely nothing available. Data Activator claims to now support reflexes based on the absence of a signal but I have not gotten these to work yet.
You need to implement your own telemetry.
