Create and use dataflow with Report Servre

Hello everyone,

 

My client hasn't purchased Power BI Service, he's running Report Server (May 2019).

I need to create a dataflow, but as far as I' looking this is just possible with PBI Service, also my client doesn't want his data to be stored on the cloud.

What solution(s) do(es) I have ?

I am fairly certain that dataflows are Power BI Service only. You could create a dataflow in the Service and then use that dataflow in a Desktop report that you then publish to the on-premises report server?
