Changing developer to evaluation license

I am trying to change the developer edition to the evaluation edition. Nothing is technically in production and all is still development within my internship project. But i would like to have the possibility open to change it to an evaluation when data will be used because from my understanding there are 180 days of evaluation where the PBRIS can be used for production, after that a license needs to be bought. Is this correct?

You would have to unistall developers and install the evaluation. If you need the reports created in development, you have the option of backing up the ReportServer database (you would need the encryption key as well) and use the restored database when setting up the evaluation installtion. During the Report Configuration, just point to the restored database and not create a new database.

Also, I understand you question about using evaluation as production for x days, then upgrading to Standard or Enterprise. You would have to talk to your Microsoft Technical Account Manager about that scenario.
