desktop not showing sharepoint 2010 foundation document libraries

Connecting to on-prem sharepoint 2010 foundation - using SharePoint List and entering the subsite url:

http://<a>/<b>/ContractAdmin/

also tried with the doc lib added: Contract%20Repository/

in both cases only lists at the site collection <a> are presented for selection.

read the case where it was fixed in pbi online 

where can I submit a ticket?
