in the image you see a yellow column and I would like to create it in Power Query. This column depends on the treatment group (behandelaarsgroep) and the ticket number (ticketnummer). If ticketnummer = ticketnummer.1 and behandelaarsgroep = behandelaarsgroep.1 then the same number as the row above. If 1 of the 2 is not equal then the number above + 1.
I come back every time in a circular reference. Can someone help me with this?

take a look at the attached file.

i have grouped using  GroupKind.Local (see https://learn.microsoft.com/en-us/powerquery-m/table-group)

then add a index
