Why is Microsoft confusing for many years the Type of the data and the Format of the data ?

All is in the subject !

In this example : "Percentage" is a format of data. Not a type. It aims to display the data in a relevant way for the user, using decorators (...)
And the type of this data should be float.

(This type of approximation is what differentiates office automation from IT.)

Percentage.Type is a subtype of number, which includes floating point values. You are free to use it anywhere you can use a number type.

So change it to type number--what's the problem?
