My dashboard uses data from an Oracle database and an Access table. I'm able to refresh manually, but haven't been able to set auto refresh. Any ideas on how to set the automatic refresh?

In your scenario, you can install on-premises gateway(personal mode) and use it to refresh your dataset. Directly enter credentials for the two data sources(Oracle and Access) in Power BI Service, this way, you will be able to set schedule refresh.
In addition, please note that Power BI Service can only leverage 64 bit drivers, please use 64 bit access.
