Hi @lipingzhu

The error you’re seeing (Status Code 403) usually means your account or tenant settings are blocking access to syndicated content. Here are steps that worked for others:

1. Check Tenant Settings

  • Go to Power BI Admin Portal → Tenant Settings.
  • Make sure “Allow users to import sample reports” is enabled.
  • If your organization blocks external content, this setting might be disabled by default.

2. Verify Your License

  • You need at least a Power BI Pro license to access shared samples. Free accounts often cannot load these samples.

3. Clear Cache and Re-sign

  • Sign out of Power BI Service.
  • Clear browser cache or use an Incognito window.
  • Sign back in and retry loading the sample.

4. Alternative: Download PBIX File

  • If tenant restrictions cannot be changed, download the Retail Analysis Sample PBIX from Microsoft’s official page:
    Download Retail Analysis Sample

5. Check Network Restrictions

  • Ensure your network/firewall allows:
analysis.windows.net
powerbi.com

Why this happens:
The 403 error means your tenant or permissions block syndicated content, which is common in enterprise environments with strict security policies.

Hope this helps!
Let me know if you need the direct PBIX file link or a guide for enabling sample datasets in the Admin Portal.

Hi @lipingzhu !

Long time no answer but I try to help you out. The 403 (Forbidden) error suggests a permissions or access issue. Here are some solutions:

Quick fixes to try:

  1. Clear browser cache and cookies - Power BI Service can have stale authentication tokens
  2. Try a different browser or incognito/private mode - Rules out browser extension conflicts
  3. Sign out and sign back in to Power BI Service completely
  4. Check your Power BI license - Make sure you have at least a free Power BI license assigned

For the Retail Analysis Sample specifically:

  • Go to Power BI Service → Get Data (bottom left) → Samples → Retail Analysis Sample
  • Or try: Home → Learn → Browse sample reports
  • Alternatively, download the .pbix file directly from Microsoft's sample gallery and open it in Power BI Desktop

If the issue persists:

  • Contact your IT admin - your organization might have restricted access to certain Power BI features
  • Check if your tenant has conditional access policies blocking certain connections
  • Verify your Power BI account is fully activated (sometimes takes a few minutes after first sign-up)

Note: The timestamp in your error (2015) suggests this might be an old screenshot or the service had a temporary issue. Try accessing it now - it should work at least with new sample data as I for example can access the Financial sample data!

Best regards!
