Power BI Desktop data location

I am working with a client under an NDA and they are extremely cloud averse. If I am using Power BI Desktop on a network SQL instance does the data ever leave that environment and reside in the cloud? I do not have a clear understanding of the data flow in this situation but would assume the data never leaves their environment.

Desktop model will live on premise until you upload it to PowerBI.com

Correct - Power BI Desktop data is local just like an Excel file data is local to the author computer.
