We have OBIEE and we are trying to see if we can connect Power BI to it and preserve all the joins and relationships. Does having Azure make any difference?

Is Power BI developing its own OBIEE connector? If so when will it be available?

Power BI has a certified connector - BI Connector for visualizing Oracle BI (OBIEE and OAC) data in Power BI. 

You can reuse the OBIEE Schemas, joins and aggregations with BI Connector. BI Connector connects to both subject areas and reports, and supports both direct query and import modes. It supports both Power BI desktop and server.
