We are working on PowerBI project for one of our project, in that we were supposed to publish the dashboard publicly, so few months back we asked our MS license provider support team to enable a setting in admin which will allow us to publish PowerBI dashboards to public URL which is done, now same setting we have to do at our client's end since we are working on client's PowerBI licenses and since they are bigger company, they will not give us the access, but we have to guide their admin on how to enable this setting, what are the steps to enable publishing public URLs

Second query is related to admin hierarchy, now client has few other PowerBi dashboards developed earlier which has sensitive data, now question is if we enable setting to publish dashboards publicly, will these previous dashboards be also made public? or can we restrict this at user level, meaning can we make dashboards public which are created only by particular user.

To answer your second query, when enabling Publish to web, you can configure who can publish to the web using security groups.
