Data refresh schedule inconsistent between iOS and online app - one needs Pro one doesn't

Has anyone else had the below issue?  I figured out the pattern but I can't imagine MS wants it to behave this way.

We have a Power BI (free) dashboard deployed for online and iOS app viewing.  The following inconsistent behavior occurs related to schedule refresh times.

schedule refresh daily - don't add a time (shouldn't require Pro) - Behaves as expected

• dashboard can be viewed online with free version
• dashboard can be viewed in iOS app with free version

schedule refresh daily but add ONE time (shouldn't require Pro) - Inconsistent behavior between iOS and online app

• dashboard can be viewed online with free version, when sharing dashboard the alert to require Pro doesn't show (and shouldn't)  in refresh history dataset is only refreshed once a day at the indicated time
• dashboard CANNOT be viewed in iOS app, error says it requires Pro

schedule refresh daily but add TWO times (should require Pro) - Behaves as expected

• dashboard CANNOT be viewed online with the free version, requires Pro, when sharing dashboard the alert to require Pro does show
• dashboard CANNOT be viewed in iOS app, error says it requires Pro

Seems like a bug to me needing to be fixed if the licensing remains as is.
