For the best experience with new features, Power BI is now supported on devices running OS 5.0 and later. This update was released several weeks ago.

ellbe is correct. Currently Power BI Mobile App is only supported in Android 5.0 or later. For more details, see: Get started with the Power BI for Android mobile app.
