When I deleted the dataset or report in the workspaces and refreshed the browser, the deleted ones keeps coming back. There is an error message showing this.

i have tried different browsers. I have unpublished the report, I tried it in myworkspace and company workspace. None of them work. Is this a bug?

After the test, I can't reproduce your problem.
According to my research, I think you should first make sure if the dataset has been placed into a content pack and be shared with other users. Because this can lead to errors, which is explained in the limitation:

If you don’t have this problem, you can try to follow the solution of this case to delete the dateset using delete dataset API, but you have to be very careful.
