As a Member you should be able to edit other Workspace Users and edit their permissions (e.g. from Viewer to Contributor).
As per the latest update on the Power BI Service, the Workspace User has to be removed by an Admin and then re-added by the Member with the higher permission.
e.g. Adam is a Member on a Workspace.
Bob is a Viewer on a Workspace.
Chris is an Admin on a Workspace.
Adam cannot upgrade / edit / amend Bob to be a Contributor or Member.
Adam can add a new user with Viewer / Contributor / Member access.
Chris has to remove Bob, before Adam can add Bob as a Contributor / Member.
