Visual Formatting not available bug

I'm getting the formatting options on a visual becoming locked and being presented with 'Formatting options are unavailable for this visual'. This is both for the visuals pane and the on visual formatting. I have to shut down powerbi and reopen the report and then all of the formatting options become available again. 

But then randomly then become locked with the same message again. Possibly this has to do with visuals that are effected with bookmarks? As it seems to be more prevalent on visuals that are swapped between with these. 

These are standard visuals. Has been present since the last big update (On visuals formatting).

Very fustrating to keep having to close and reopen work to get it to work again.

I have a few questions that need to be confirmed.
1. Is this happening in Service or Desktop?
2. If it is happening on Desktop, what is your current version number? If you roll back to the previous version, does it still have the same problem?
3. If bookmark does not apply, is the formatting option working?

Can you provide a screenshot of the prompt?

1) Desktop 

2) Version: 2.117.984.0 64-bit (May 2023)  I have not rolled back as I want to have the new features 

2.5) It still happens, I've had it happen since the on visual formatting came in 

3) I think I'ce experianced it with and without the presence of bookmarks, but with heavy use of bookmarks and grouping visuals together in order to show/hide them the issues occurs with much greater frequency.
