URL is not filtering on field parameter

Here is the filter parameter I added to the end of my Power BI report URL:  &filter=Contracts%2Contract%20Status%20eq%20‘Active’

There is already one filter in the URL so I used the &.

• Table name is Contracts
• Field name is Contract Status
• Preferred value is Active

I want to establish a URL where the report automatically opens to Active Contracts and then create another URL where it automatically opens to Inactive. 

Any thoughts as to why this may not be working?
