We are experiencing the same problem.
As mentioned in the original post this behavior is only visible in the Service.
1. Power BI Desktop
2. Power BI Desktop with filter applied and correct result
3. Power BI Service:
4. Power BI Service filter applied:
This is not correct.
I also tried to change the language in the service to English, but it doesn't help.
Please address this issue.
