We got the feedback from PG :
This is the expected behavior, as noted in other previous CRIs.
Only the most-granular level of data receives Conditional Formatting.
Any collapsed node (Node showing + button and having bold text) is a Subtotal, and thus can't have Conditional Formatting.
When the user presses "-" to collapse, they are not "navigating" to the first level, they are just collapsing a node.
Navigating to the first level is done by drill up or Right click -> Collapse level
