The export with current layout option has solved many business requirements that previously involved complex workarounds. However, there is one scenario missing that is noted in the Microsoft documentation.

Will the export option be updated to work when values are on rows? Currently the format is not preserved if values are on rows but this is a top use case for business users exporting data in the same format they see in Power BI.

As you can see, this is a known limitation.
If you would like to suggest feature improvements, you may vote the idea and comment here to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
