What Fabric licence am I suppose to have in work environment?

hi all,

I have just been given a Fabric access yesterday for my role as a training Fabric administrator, when I checked my licence type, it says it is a free account. 

I am sure that our organisation (a government agency) has F64 licence, am I suppose to have more than just a free Fabric Licence?

According to the table below, I will able to do all the Fabric admin and dev work with a free account, but nothing Power BI related?

Fabric Capacities are only at an organization level; Fabric is not licensed at a person (pro or PPU) level.  A Fabric capacity opens all the Fabric capabilities to you within the resource constraints of that capacity.

Your trial Fabric capacity is an F64 so you will be able to view Power BI items in a Fabric Capacity workspace.  The only things you will not be able to do is admin work like create Power BI premium workspaces, Pro workspaces or PPU workspaces and that is because you are not paying for any of those types of licenses.

Thank you for the reply. I think you are confusing my personal Fabric licence which is a trial licence with my organisation's paid F64 licence.

I do have a personal Fabric/Power BI account under same tenant which I use for study however this question is not related to my personal Fabric licence.

I am not confusing them.  There is no such thing as a personal Fabric licenses.  Fabric capacities are tenant based and assigned to workspaces not people.  PPU and Pro licenses are assigned to people.  Whether you get a trial license or your paid F64 it is a workspace level capacity and you still need either a Free, Pro, or PPU license as an individual.

It seems there’s a mismatch between your current Free account license and the capabilities required for your role as a training Fabric administrator, particularly since your organization has an F64 capacity. Based on the capabilities table, a Free account restricts you to basic Fabric features and excludes Power BI-related tasks, which are likely essential for your administrative responsibilities.  
The good news is that your organization’s F64 capacity should provide access to Premium features, including Power BI management. However, it appears your individual account hasn’t yet been assigned the appropriate license or permissions to utilize this capacity. This could be due to a delay in license propagation or an administrative configuration step still pending.  
I recommend the following steps to resolve this:  

• Contact your organization’s Fabric or IT administrator and inform them that your account is showing as a Free account despite the organization’s F64 capacity. Provide your account details and highlight your role as a training Fabric administrator.  
• Request that they assign you a Pro or Power BI Premium Per User (PPU) license tied to the F64 capacity, as individual licenses leverage the organization’s capacity. Additionally, ask them to ensure you are granted the necessary administrative roles (e.g., Fabric Administrator) to fully access Premium features.  
• After the updates are applied, log out of the Fabric web application and log back in to verify the change. Test a key task, such as creating a Power BI Premium workspace, to confirm you have the required access. This should align your account with the organization’s F64 capacity and enable you to perform your duties effectively. If the issue persists, please share additional details, and I’d be happy to assist further.

In my current role, I will not need to any Power BI related tasks. So in this case, will the Fabric free licence be enough to be effective in my role as a Fabric admin?

Thanks for the clarification.  

Yes, your Free license is sufficient for your role as a Fabric administrator as long as you're not handling Power BI–specific tasks. With your organization’s F64 capacity, you can fully utilize Fabric features like Lakehouse, Pipelines, Notebooks, Warehouse, etc., within capacity-backed workspaces.  

Fabric capacity (such as F64) is assigned to workspaces, not individuals. Your Free license grants you access to those capabilities — you only need a Pro or PPU license if your role expands to Power BI workspace creation or report publishing.  

Just ensure you’ve been assigned the appropriate admin roles (like Fabric Admin or Capacity Admin) in your organization’s Entra ID or Microsoft 365 Admin Center.
