Unable to create a GraphQL connection even though I have paid for capacity

I have setup fabric capcity F2 to experiment with GraphQL and have turned on "Users can create Fabric items" delegated to that specific capacity, not the whole tenant.

This means I can now see the GraphQL button:

However when I click on it, I see this message box:

The wider tenant is likely still under a trial, as a POC, however this specific capacity is paid for.

In the devtools I can see a request to:

https://wabi-north-europe-i-primary-redirect.analysis.windows.net/metadata/user/trialcapacity

With the response:

{
    "error": {
        "code": "PowerBIEntityNotFound",
        "pbi.error": {
            "code": "PowerBIEntityNotFound",
            "parameters": {},
            "details": [],
            "exceptionCulprit": 1
        }
    }
}

The fact it's mentioning a PowerBIEntity makes me feel like it's looking for a Premium Capacity, rather than Fabric Capacity? But it could just be an internal code name.

Is it an odd error because the wider tenant is likely still under a trial?

It appears to be a quirk, if I resized the capacity to F8 and then looked it worked.

Then wondering if the minimum needed to be an F4, it again worked.

The suprise was however, when resizing back to F2 it still worked!

So it's either a quirk in it not recognising I was on a paid for capacity first of all, or perhaps there's a delay in it knowing I've resized back to F2.
