Hi all,
I have a case where i'm building PowerBI reports that are published in a fabric workspace and will be accessed by people outside my organisation. for this particular case, the person outside the organisation should have access to the reports and have the option to edit these published reports.
How do I achieve this? thanks!

Yes — this can be done, but external users must be added as B2B guest users and granted the proper workspace permissions to edit reports.
Invite external users as guest users in your Microsoft Entra ID (Azure AD).
Add them to the Power BI or Fabric workspace as Member or Contributor (Viewer won’t allow editing).
Ensure they have a Power BI Pro license or that the workspace is hosted in a Premium/Fabric capacity.
Make sure tenant settings in the Power BI admin portal allow external sharing and editing.
Once this is done, external users can access and edit reports just like internal users.

i have done everything you have pointed out above in your awnser, but the external users still don't see the edit options when opening the reports in the workspace.

If your external users are still unable to see the Edit option after completing the B2B setup and assigning them the Member or Contributor roles, please review the following points, as this is a common issue after configuration:
Tenant Settings – In the Power BI Admin Portal under Tenant Settings and External Sharing, verify that:
“Allow external guest users to edit and manage content in the organization” is enabled.
“Allow Azure Active Directory B2B guest users to edit and manage content in workspaces” is also enabled for the relevant security groups or for the Entire organization.
Ensure the workspace is a new-experience workspace in Premium/Fabric capacity. Classic workspaces from Microsoft 365 Groups do not allow B2B guests to edit.
Confirm that external guests have a Power BI Pro or Fabric license and are assigned as Member or Contributor (the Viewer role does not show the Edit button).
Ask guests to open the report from the workspace view directly, not via a shared link or app, as the Edit button only appears in the workspace.
If all of the information provided above is correct and the issue continues, I recommend submitting a support ticket for further assistance.

Once if you're enable the above, then you need to enable ""Users can invite guest users to collaborate through item sharing and permissions"" as per below image
Then go to your worksspace and grant Member or Contributor access to external users. Make sure that, external user should have the access for underlaying dataset.
Also external user should have valid PBI Pro license and concerned workspace should be assigned to Premium capapcity.
