A Power BI app has a single draft state - only one person can actively edit the app at a time. So that means you can't have more than 1 user edit an Org App at the same time.The workaround for this is to allow multiple developers work on separate reports, maps, dashboards, visual etc, but have one designated "app-developer" who's responsible for app navigation, links, sections and content etc.
