I have a client who needs to grant me access to their Power BI workspace, I was hired to create and manage some reports. I was invited to their tenant and successfully completed authentication, but the provided link leads to a page titels Access Panel that loads indefinitely.
I was informed that I was made an admin in their Power BI workspace, but I can’t find access to any workspace. Even after switching tenants in Power BI Service, nothing appears. I don't even have the left ribbon where Workspaces are usually located.
Does this mean that, as a guest user, I wasn’t assigned the appropriate roles or groups?
Can my client designate me as an admin in Power BI even if I currently don’t have access to anything?
What steps does my client need to take to ensure I have full access to everything I need?

I can reproduce your error. When I try to give a guest user access to my workspace after assigning him as admin of a workspace I created, he encounters the same interface as you.
I found a workaround!
First, make sure that the option to allow guest users to access content is enabled in Admin Portal.
Make sure you have a Power BI Pro license, which is required to access the workspace.
Make sure you are assigned the “Guest User” role so that you can be invited in their tenant.
Assign the Admin role to the guest user account in the client’s workspace.
Have the client copy the Tenat URL to you and open the link in your browser.
