I've just created a report (from Reporting tab in SQL Endpoint) and need to add a filter parameter. Online search just tells me to use PBIRB do I have to use this or can it be added via the web app?

If you're working from the Reporting tab in the SQL Endpoint and want to add a filter parameter to your Fabric report, you don’t necessarily need PBIRB unless you're automating or deploying via CLI.
If you're looking for dynamic filtering via URL parameters, that’s not fully supported yet in Fabric reports like in classic Power BI, but it’s on the roadmap.

If you're working with Direct Lake datasets, from the SQL Endpoint's Reporting tab in Fabric
You can create a new Semantic Model from the Reporting tab by clicking on “New Semantic Model”.
Once the Semantic Model is created, open it and you’ll have the option to define parameters.
Then go to File > Create a New Report from within the Semantic Model, and you can build a report that uses the parameters.
Alternatively, you can connect to it using Power BI Desktop (live connection) and define parameters locally there.

Another approach is to use a notebook in Fabric with the sempy library to programmatically add field parameters to the Semantic Model.
