Support TLS 1.2 security protocol for Teradata

Teradata implemented industry standard TLS 1.2 to supplement their existing proprietary encryption mechanism. In time, we expect customers to demand and utilize TLS instead of TDGSS. Henceforth, it is important that Microsoft provide the necessary method for customers to activate TLS from your applications.

Teradata v17.10 supports TLS 1.2 security protocol.
