The idea that all viewers of a SharePoint site with an embedded Power BI visual should have a Power BI Pro license is just wrong. Please make it so that simple viewers can get by with the Free license. Otherwise this will break the budget for many companies.

Support told me Premium or Premium Embed allows this to happen. You assign capacity to a work space and embed the reports from there into a SharePoint Modern Team Site. You assign the free users to the work space, grant them a Power BI (free) license, and when they access the SharePoint site, they will use the premium capacity. Unfortunately I've yet to prove this works even after following all of their instructions. On top of that, there is no documentation online confirming that this works. - carmen_tedescoNew MemberI agree with Frank and Benoit. We have been working to resolve this issue, but the documentation is confusing and conflicts with our own testing.

- Frank_FloydNew MemberWe have had an EM1 license since December 2017 and have assigned EM1 premium capacity to workspaces that required it. We expected that Power BI apps based on those workspaces and published with permissions set to "Entire organization" would allow Power BI Free users to view the embedded visualizations in SharePoint (and Teams). This Microsoft article even describes that: https://docs.microsoft.com/en-us/power-bi/developer/embedded-faq (see the table titled "Power BI now offers three SKUs for embedding"). It seemed to work, but it turns out many users had signed up for the Power BI Pro free trials or extended free trials (which end at the end of May 2018). We cannot justify the cost of Power BI Pro for everyone who needs to view the visualizations. We need the functionality described in the article to work and we need apps published to "entire organization" to be automatically assigned to users (instead of users manually having to "Get App" for each). This is causing real user adoption problems for multiple teams within the company and is a roadblock to rolling out Power BI more widely.
