In new UI compare button should be enabled while comparing between two stages of deployment pipeline

In the new UI, the compare button should be enabled when comparing two stages of the deployment pipeline. However, it has been disabled during these comparisons, causing confusion about whether the comparison operation has occurred. Additionally, the new UI takes more time compared to the old UI.
