Enable parameterized semantic model binding for thin reports to support Git-integration in workspace
Power BI thin reports connected to Fabric semantic models are currently fixed to a specific model/workspace.
This creates friction for Git-integrated workspaces and CI/CD because the same report artifact cannot be promoted cleanly across Dev, Test, and Prod without manual/API rebind.
