An Email should sent to Recipient once Report data will refresh

On failure of a dataset refresh it should be possible to recieve an email. This option should not just be available through the scheduler. I am refreshing datasets using the REST API's, I need to know whether the run fails, as you would with the scheduler. Because the scheduler is not intuative you can't get it to run when the data has been loaded, and this is not an exact science.
