Disable bookmark pane for users

additional explanation: If we have already making custom navigation with action on bookmarks then it's not desirable that user can influence on it.

I am using conditional navigation to pages according to DAX USERNAME() and then inside each page I have bookmarks.. so it is a must to have an option to disable view all bookmarks to users - so they can't click on any bookmark (and so hacking my security).
