Create update data gateway command

On-premises Data Gateway has its own PowerShell cmdlets, however, it doesn't have an option to upgrade the on-premises data gateway. Therefore, I need to go inside the Windows Server and upgrade it manually which could be done with a GitHub Action without human intervention.
