Conditional Formatting within Small Multiples

When I conditionally format the colours in bar charts and use small multiples the colours are determined by all values and not just those which apply to individual small multiples.

In some cases that might be preferable but in my case I’d like to do is conditionally format the colours of the bars within each small multiple to highlight the variations within each one.
