Based on my research, there is no available custom visuals like shmoo plot in Visuals Gallery. I'm afraid you need to build it by yourself.

As far as I know, there is a document introduces how to create a custom visual which you can try: Microsoft/PowerBI-visuals. But I didn't heard any network of developers customize visuals.
