Token-based RLS with Power BI Embedded using SQL Server on-prem

The official docs page for Row-level security with Power BI Embedded (https://docs.microsoft.com/en-us/power-bi/developer/embedded/embedded-row-level-security) ends with Token-based Identity limitations section and says "RLS doesn't work with SQL Server on-premises". What does that actually means?

 

My PBI report it's created staring from an on-prem SQL Server data source. The report it's then uploaded to a PBI Workspace. Can I use token-based RLS (EffectiveIdentity) with PBI Embedded for this report?
